Commentators, especially since the Democratic party reforms following 1968, have expressed serious concerns about the role of party activists in the American political system. Have they become so concerned with ideological purity that they are unable to nominate strong candidates? Are activists loyal only to particular interest groups, with little concern for the parties as institutions? Are the reformed nominating procedures open to takeover by new activists, who exit the party immediately after the presidential nominations fight? With such an unrepresentative set of activists, can parties adjust to changing environments?Based on a survey of more than 17,000 delegates to state presidential nominating conventions in eleven states in 1980, this pathbreaking book addresses these questions in a comprehensive way for the first time. Heretofore most of the generalizations about party activists in the presidential nomination process have been based on studies of national convention delegates, in particular those attending the 1972 conventions. But those delegates were atypical activists, as this book shows. The state of the activist stratum of the parties differs from what many of the critics have suggested.

Throughout the coal industry's two-hundred-year history, labor issues have dominated its economics and politics. Curtis Seltzer has written a comprehensive historical- analysis of labor relations in the American coal industry-the first since the 1930s.Market forces have victimized coal suppliers and their workers for most of this century as demand shifted to other fuels. Coal producers responded to poor sales and excess production capacity with policies that led to strikes, inefficiency, and turmoil. Since its founding in 1890, the United Mine Workers of America has represented most coal miners, and management has traditionally taken one of two positions toward the UMWA: break it or use it. From 1950 to 1972, the major coal operators and the union formed an industrial partnership whose purpose was to survive a protracted slump in demand by controlling labor costs, increasing productivity, and limiting competition. This partnership eventually led to a rebellion within the UMWA that demanded democratic reform, better contracts, and improved health and safety in the workplace. Returning to Kentucky in the spring of 1829 after four years as secretary of state in the administration of John Quincy Adams, Henry Clay quickly regained the political dominance at home that would carry him to the U.S. Senate in 1831. Assuming leadership of the anti-Jackson forces, Senator Clay in 1832 mounted a spirited campaign for the presidency, advocating recharter of the national bank, high protective tariffs, and internal improvements, and alleging the administrative incompetence of Jackson and his cronies. Clay's defeat by the popular military hero was probably foreordained, but he emerged with sufficient national prestige to play the leading role in mediation of the nullification crisis of December 1832-March 1833. The battle over the constitutionality of the protective tariff, during which the words secession, invasion, and civil war were freely used, pitted Jackson and the power of the federal government against the states' rights politicians of South Carolina. Clay's masterful legislative compromise of 1833 defused a tense situation and brought him national applause as savior of the Union.Continuing his efforts to form a political coalition strong enough to defeat the Jacksonians, Clay was successful in a Senate resolution to censure the president for unconstitutional exercise of power in removing government deposits from the Bank of the United States. But as the election of 1836 drew near it became evident that the emerging coalition could not defeat Democrat Martin Van Buren, Jackson's hand- picked candidate; as the Reign of Jackson drew to a close, Clay could only view the national scene with dismay.Publication of this book was assisted by a grant from the National Endowment for the Humanities.

The Highlands of Scotland, like the southern Appalachians of the United States, have long been a problem area in Great Britain, troubled with a fading economy and loss of population. Most books about the region, however, are popular volumes that romanticize a bygone way of life. This study of Ford, a village of some 160 people in western Argyllshire, thus fills a gap in the literature and provides a look at the present realities of Scottish life. Although the Highlands are by no means a homogeneous region, Ford in its size and makeup is perhaps a representative rural settlement. John Stephenson, who conducted extensive interviews in the village during 1981, focuses his study on the theme of survival, on whether this particular village shows signs of enduring as a community of people bound together by common interests and situations. Though necessarily tentative, his conclusions are optimistic. Ford has shown a recent increase in population, consisting almost entirely of newcomers, and though its residents have now a more varied background, they seem to have a sense of place, of belonging to the village.This book will provide new insights not only for those interested in life in the Highlands but also for all those interested in small communities in other parts of the world.

Edward Thompson Breathitt Jr. served as governor of Kentucky from December 12, 1967. The Breathitt administration was notable for its close ties with the national administration of President Lyndon B. Johnson and with Johnson's Great Society programs. Governor Breathitt led successful campaigns for economic and industrial development, civil rights legislation, increased support for education, and expansion and improvement of the state highway and park systems. His most significant defeat was the rejection in 1966 of a new state constitution. His administration won several national awards, including: a Lincoln Key Award (1966) for leadership in the passage of civil rights legislation; Society of Industrial Investors' award (1964) for the best industrial development program; the Midwest Travel Writers Association award (1965) for the best travel promotion program; and the U.S. Department of Interior Distinguished Service Award (1967) for contributions in the field of conservation.Governor Breathitt's papers are of historical importance for the light they shed on one governor's attempts to mesh state and federal actions and to fit federal programming to the needs of his state.

This volume preserves the public papers and letters from the five-year period when Lawrence W. Wetherby was governor of the Commonwealth of Kentucky. Relatively little of this material has been available heretofore to the general public. And its inaccessibility may explain why the Wetherby administration has yet to be fully appreciated even by historians and political scientists.The years 1950 through 1955 offered problems and opportunities that made being governor both a challenge and a joy. It was a period of economic growth fostered by the artificial stimulus of the Korean War, and sudden economic readjustment when the war ended, that resulted in financial problems for Kentucky's government. There was depression in the important coal industry that caused a mass exodus of people from eastern Kentucky. A brief drought impaired agricultural production. While President Harry Truman had been quite solicitous of the state's needs, the new Republican administration in Washington was less so.Yet, of a positive nature, there was an influx of tourists, a concerted effort to diversify the state's economic base through industrialization, and an attempt to mitigate a characteristic isolation both within and without through the construction of toll roads and rural highways. The papers in this volume reflect the thought of Kentucky's executive branch on all of these issues.
