South from Hell-fer-Sartin, a short creek flowing into the Middle Fork of the Kentucky River, lies one of the of the most isolated regions in Kentucky. There, on the north slope of the Pine Mountain range in Leslie and Perry counties -- probably the last stronghold of white, English-language folk tales in North America -- Leonard W. Roberts recorded this rich collection more than three decades ago. To a people who, at that time, watched dancing hearth fires more often than television, the adventures of Jack in the land of witches and giants, monsters and beautiful princesses, provided first-class entertainment. Here are such old favorites as "Sleeping Beauty" and "The Golden Arm," retold in the idiom of the Kentucky mountains. Here are hauntingly beautiful cantes fables and earthy Irishman jokes. Here are encounters with Indians and marvelous hunting escapades.Roberts introduces his collection, first published in 1955, with a sympathetic description of the mountain way of life. He notes especially the bewildering and rapid changes that came to the Pine Mountain watershed in that decade as the highways and electric lines at last brought in a sophistication that preferred the soap opera to the folk tale. Although the stories Roberts recorded were still a firm part of folk tradition at the time, he believed that within a decade or two they would be forgotten -- a prediction, sadly, by now no doubt fulfilled.Any lover of the vanishing art of tale telling will relish this rich treasury of folklore and humor. Full notes on sources, types, motifs, parallels, and possible origins of the tales make this collection valuable also for folklorists.

Scholars may have widely differing views of the Progressive Era, but all see business as holding the key to the reforms of that period. In this new book Judith Sealander amplifies our understanding of the relationship between business leaders and reform through a detailed examination of Dayton and the Miami Valley of Ohio. She focuses specifically on four progressive projects that made this nine-county region nationally known as a center for reform activism. Gwendolyn Brooks is one of the major American poets of this century and the first black woman to win the Pulitzer Prize for poetry (1950). During the period from 1931 to 1967 -- thirty-six years -- Kentuckians elected only one Republican as governor of the Commonwealth. Yet that man, a former justice of the state's highest court, seldom appears as other than a footnote in the standard histories. That is unfortunate, for Simeon Willis of Ashland made a fine record as governor, assuming the office during World War II and leaving it strengthened in a postwar world. In this new volume in the Public Papers of the Governors of Kentucky series, editor James C. Klotter has assembled 173 documents and public statements, so that the Willis administration may be examined in depth for the first time.Such an examination is long overdue, for Willis sought to accomplish much under difficult circumstances. Hindered by the opposition party's control of the legislature and operating under wartime restrictions, the Willis administration nevertheless made path-breaking moves in education, health care, transportation, and civil rights.Many of the same difficulties Kentucky has faced in more recent years also existed during Willis's term. How he dealt with those puzzles can be instructive for today's citizens and leaders. Willis faced budget problems, sought to increase aid to education, confronted a conflict over the presidency of what is now Morehead State University, and attempted to increase tourism in the state. His calls for change would be echoed by later governors.

The Papers of Henry Clay span the crucial first half of the nineteenth century in American history. Few men in his time were so intimately concerned with the formation of national policy, and few influenced so profoundly the growth of American political institutions.The year 1837 found Henry Clay hard at work in a successful effort to organize and strengthen the new Whig party. In his attempt to provide for it an ideological core, he emphasized restoration of the Bank of the United States, distribution of the treasury surplus to the states, continued adherence to his Compromise Tariff Act of 1833, and federal funding of internal improvements. The achievement of these goals, Clay reasoned, would mitigate the severe impact of the Depression of 1837 and sweep the Whigs into the White House in 1840.Soon after the election of 1836, Clay began running again for the presidency. By 1838 it was clear to him that he would have to come to grips politically with the long-muted slavery question. This he did in February 1839 in a Senate speech that was so proslavery, anti-abolitionist, and racially extremist that it cost him the Whig presidential nomination at the Harrisburg convention in December 1839. William Henry Harrison was nominated in his stead and won handily. But one month after his inauguration Harrison died and Vice President John Tyler, a states' rights Democrat turned Whig, was elevated to the presidency.Senator Clay emerged from his disappointment at Harrisburg as the acknowledged leader of the Whig party and further unified it in a wide-ranging assault on the Tyler administration's refusal to support Whig principles. By the end of 1843 Tyler had been broken, the Whig party was Clay's to lead, and the Kentuckian was again in the presidential lists. Confident that 1844 would surely be his year, Clay unfortunately failed to see the formation and growth of the black cloud that was Texas annexation.Publication of this book was assisted by a grant from the National Historical Publications and Records Commission.

Along the isolated headwaters of the Kentucky River -- Cutshin and Greasy creeks -- folklorist Leonard Roberts found the Couches, a remarkable mountain family of gifted memory and imagination. "Brief narratives," or medieval precursors to the modern short story, are compositions couched in the form of a tale of reasonable short length. They began with writings in Latin and, eventually, made their way into the vernacular languages of Europe. They include the fable, the apologue, the exemplum, the saint's life, the miracle, the biography, the adventure tale, the romance, the jest, and the anecdote, among others. In Spain, the oldest extant brief narratives in written form are in verse and date from the late twelfth and early thirteenth centuries. The earliest examples include La vida de Santa Maria Egipciaca and El libre dels tres reys d'Orient. Both are concise enough to be read in one sitting and were probably read before or after meals as entertainment.In Pious Brief Narrative in Medieval Castilian and Galician Verse, John E. Keller studies the structure of the pious brief narrative, including such works at the Cantigas de Santa Maria of Alfonso X and Gonzalo de Berceo's Milagros de Nuestra Senora, among others. He examines which narrative techniques were employed by their authors, including versification, music, and the pictorial arts as aids to narration. Using nine basic elements -- plot, setting, conflict, characterization, theme, style, effect, point of view, and mood or tone -- Keller shows how writers in medieval Spain employed more sophisticated uses of these techniques than has previously been recognized.

Biography was Samuel Johnson's favorite among literary genres, and his Lives of the Poets is often regarded as the capstone of his career. The central place of biography in his oeuvre is explored in this collection of nine original essays by leading Johnson scholars. Varied in their focus and approach, the essays range from a philosophical overview of Johnson's notion of the relation between life and art, to a detailed reading of the Life of Milton, to a speculation on the value of the Lives in the classroom. Most Hilltoppers believe that Western Kentucky University is unique. They take pride in its lovely campus, its friendly spirit, the loyalty of its alumni, and its academic and athletic achievements. But Western's development also illustrates a major trend in American higher education during the past century. Scores of other institutions have followed the Western pattern, growing from private normal school to state normal school, to teachers college, to general college, finally emerging as an important state university.Historian Lowell Harrison traces the Western story from the school's origin in 1875 to the January 1986 election of its seventh president. For much of its history, Western has been led by paternalistic presidents whose major battles have been with other state schools and parsimonious legislatures. Coal, the nation's most abundant fossil fuel and the only one that is exported, represents one of our most valuable natural resources. This study undertakes a thorough review of the economics of the Appalachian coal industry. It establishes, first of all, the international framework within which the American and the Appalachian coal industry function. A glut of oil, dropping prices, the threat of insolvency, a divided membership -- these developments in the early weeks of 1985 underline the cogency of Mohammed Ahrari's historical study of the OPEC oil cartel and his argument that economic forces, not politics, determine OPEC's action in the world arena.The impetus for the formation of OPEC in 1960 was the desire of the oil-producing states for greater income from their most valuable resource. The international oil corporations had secured lucrative concessions early in this century, and in the 1960s they still dictated both the terms of production and the prices paid the oil states. In the buyers' market of the 1960s, the organization found itself with little economic clout. But in the early 1970s, OPEC members succeeded not only in manipulating the price of crude oil but in reducing the status of the oil corporations to that of mere managers of upstream operations. In addition, they accumulated enormous numbers of petrodollars by exploiting increasingly tight markets in the aftermath of the oil embargo of 1973 and the Iranian revolution in 1979.The effects of OPEC policies on the consuming countries have been skyrocketing inflation and sustained recession, with profound political repercussions. But the OPEC members have found their apparent power an uncertain blessing, as Mr. Ahrari demonstrates. Their failure to develop pricing formulas sensitive to fluctuations in the international oil market have made them highly vulnerable. In addition, the political tensions emanating from the Iran-Iraq war and from the specter of repetition of Iranian-style revolution elsewhere in the Persian Gulf have made OPEC's continued viability highly uncertain.
