He was elected the Commonwealth's fifty-fourth governor in 1991 by a record margin of nearly two to one.Jones initiated a number of reforms once in office. He turned a $400 million budget deficit into a $300 million surplus in four years, and he passed dramatic ethics reform in both the executive and legislative branches. Health-care issues were also of great importance to Jones, who spent the years before his election working with the Kentucky Health Care Access Foundation in addition to farming. After surviving a helicopter crash in 1992, he turned the main focus of his administration toward health-care reform and initiatives. Though he met with legislative opposition when he proposed universal health care for all Kentuckians, he did help pass legislation in 1994 that would serve as a solid beginning on the issue for future governors.

Despite the scandals and the policy failures, the SBA thrives and small business remains a sacred cow in American politics. Part of this sacredness comes from the agency's longstanding record of pioneering affirmative action. Jonathan Bean reveals that even before the Civil Rights Act of 1964, the SBA promoted African American businesses, encouraged the hiring of minorities, and monitored the employment practices of loan recipients. Under Nixon, the agency expanded racial preferences. During the Reagan administration, politicians wrapped themselves in the mantle of minority enterprise even as they denounced quotas elsewhere.Created by Congress in 1953, the SBA does not conform to traditional interpretations of interest-group democracy. Even though the public -- and Congress -- favors small enterprise, there has never been a unified group of small business owners requesting the government's help. Indeed, the SBA often has failed to address the real problems of "Mom and Pop" shop owners, fueling the ongoing debate about the agency's viability.

In 1938, Prime Minister Neville Chamberlain hoped that a policy of appeasement would satisfy Adolf Hitler's territorial appetite and structured British policy accordingly. This plan was a failure, chiefly because Hitler was not a statesman who would ultimately conform to familiar norms. Chamberlain's policy was doomed because he had greatly misjudged Hitler's basic beliefs and thus his behavior. U.S. Cold War nuclear deterrence policy was similarly based on the confident but questionable assumption that Soviet leaders would be rational by Washington's standards; they would behave reasonably when presented with nuclear threats. The United States assumed that any sane challenger would be deterred from severe provocations because not to do so would be foolish. Keith B. Payne addresses the question of whether this line of reasoning is adequate for the post-Cold War period. By analyzing past situations and a plausible future scenario, a U.S.-Chinese crisis over Taiwan, he proposes that American policymakers move away from the assumption that all our opponents are comfortably predictable by the standards of our own culture. In order to avoid unexpected and possibly disastrous failures of deterrence, he argues, we should closely examine particular opponents' culture and beliefs in order to better anticipate their likely responses to U.S. deterrence threats.

The genre's popularity and influence can be traced in the works of major southern writers such as William Faulkner, Erskine Caldwell, Eudora Welty, Flannery O'Connor, and Harry Crews, as well as in contemporary popular culture focusing on the rural South.This collection of essays includes some of the past twenty five years' best writing on the subject, as well as ten new works bringing fresh insights and original approaches to the subject. William Motherwell (1797-1835), journalist, poet, man-of-letters, wit, civil servant, and outspoken conservative, published his anthology of ballads, Minstrelsy: Ancient and Modern, in 1827. His views on authenticity, editorial practice, the nature of oral transmission, and the importance of sung performance--acquired through field collecting--anticipate much later scholarly discourse.Published after the death of Burns and the publication of Scott's Minstrelsy of the Scottish Border, ballads such as those Motherwell collected were one focus of a loose-knit movement that might be designated, cultural nationalism. This interest in preserving relics that suggested a distinctly Scottish culture and nation was one response to the union of the Scottish and English Parliaments in 1707. Mary Ellen Brown's study provides a model for historical ethnography, focusing on an individual and illustrating the multiple ways he was richly embedded in his time and place.

Doris Ulmann (1882-1934) was one of the foremost photographers of the twentieth century, yet until now there has never been a biography of this fascinating, gifted artist. Born into a New York Jewish family with a tradition of service, Ulmann sought to portray and document individuals from various groups that she feared would vanish from American life. In the last eighteen years of her life, Ulmann created over 10,000 photographs and illustrated five books, including Roll, Jordan, Roll and Handicrafts of the Southern Highlands. Inspired by the paintings of the European old masters and by the photographs of Hill and Adamson and Clarence White, Ulmann produced unique and substantial portrait studies.
